Our Role in Cowlitz County

The Cowlitz County Public Facilities District (PFD) is a state-authorized entity responsible for planning, funding, and overseeing major public facility projects that support economic development, tourism, and community use throughout Cowlitz County.

What is the PFD?

The Public Facilities District is separate from Cowlitz County government operations and is funded through a state-authorized sales tax rebate—not county general fund dollars. The PFD exists specifically to develop, renovate, and manage large public facilities that serve the broader community.
